Pry under the interior side of each leg cover with a screwdriver creating a gap. The end of the rails feature leg covers that taper. Remove the rubber and you will see a screw. Use a size 25 torx screw bit and a ratchet as it is in tight.

For some reason there is only one more locking point you can move forward to from there you are on your own but normally it is just the last bit you need. Put the car in park and engage the emergency brake. Undo the screw and move the bars. Repeat this for the other side.

Locate the lock knobs for each side of the cross rails there are eight two on each side of each cross rail. Stand on a step stool and examine the roof rack rails at the rear end of your rav4.
